Adult Community Learning
Estyn carries out inspections of partnerships or individual providers of adult community learning in order to meet the legal duties assigned to the Chief Inspector. Section 75 of the Learning and Skills Act (2000) sets out Estyn’s remit to inspect post-16 education and training funded by ELWa (now DCELLS) or a local education authority (LEA). Section 76 of the Act sets out the Chief Inspector’s duty to inform the Welsh Assembly Government of the quality of provision, the standards achieved and whether the financial resources made available to providers of education and training are being managed efficiently and in a way which provides value for money. Our inspection work also takes account of legislation governing Estyn and educational providers themselves, including, for example, the Welsh Language Act 1993.
Her Majesty’s Inspectors of Education and Training in Wales and additional inspectors (AI) conduct inspections. Inspectors may be assisted by others, such as peer-assessors (whether or not they are members of the Chief Inspector’s staff), as the Chief Inspector sees fit.
In conducting inspections, inspectors act in accordance with any instructions or guidelines given from time to time by the Welsh Assembly Government.
The Common Inspection Framework will be used for the inspection cycle for adult community learning from 2004 to 2010.
